With the beginning of the 13th Five-Year Plan, the economic and social development of China is entering a new phase and also facing more and more challenges. For a long time in the future, due to the resource exhaust of fossil fuel such as oil, coal and the worsening environmental pollution such as smog, the pressure of energy supply and environmental degradation is becoming increasingly prominent and consequently energy-saving and emission-reduction has been paid more and more attention in China. Therefore, DGs and EVs have become the most prominent industry and have been provided with financial support vigorously because of the resource saving and environment friendly characteristics. However, the rapid and sound development of DGs and EVs are strongly related to scientific and reasonable planning of distribution network. In this context, the study on distribution network planning considering charging stations and DGs with high penetration has great significance for the promotion of EVs, the improvement of consumptive level for DGs, the effective utilization of clean energy and the enhancement to the adaptability of distribution network. In this paper, research on the collaborative optimization planning method of distribution network and charging station with installation of DGs are carried out from the perspective of practical engineering.Firstly, from the view of traditional deterministic planning, a new two stage optimization method is proposed with the consideration of the public service attributes of charging station and its impact on the distribution network. First, the locating and sizing scheme based on the multi-level capacity of charging is according to charging demand. Next, the optimal method of determining the capacity of DGs and distribution network expansion planning are derived from the view of power grid.Secondly, from the view of chance constrained programming, a chance constrained distribution network planning method considering charging stations and DGs with high penetration is proposed based on probabilistic load flow with cumulants method. Besides, Expectation of Voltage Stability Index is presented to evaluate the planning.Then, Improved Cuckoo Search algorithm is applied to solve above optimization problem. A self-adaptive modification method to step control coefficient can quicken convergence towards the optimality in the whole search. Therefore, the proposed algorithm has a strong ability to reach the global optimum region.Finally, experimental results manifest that the proposed model and algorithm are practical, useful and feasible. Based on the analysis of different types of DGs planning results, the plan scheme with less cost and higher voltage stability can be achieved.
