Whiling our country has entered the "new normal" stage of development, we have paid more attention to economic growth "slow shift" and ecological civilization construction. However, there is a larger gap of development between eastern and western in our countries. Undeveloped mountainous area in southwest still stay in the low development level. Optimizing the industrial spatial of undeveloped mountainous area in southwest has becoming a more important problem on China’s transforming development. In order to solve this problems, the author tries to analysis bottlenecks of the industrial spatial layout of case area from the perspective of regional economy combining urban and rural planning, and then discusses the optimization tactics of industrial spatial layout and the spatial structure planning in the academic perspective of urban and rural planning.his paper try to provide theoretical support for solving social poverty problems under China’s transforming development, and try to provide the valuable reference for optimizing industrial spatial of undeveloped counties which in the ecological function protection area, and try to explore the the new research method combine qualitative and quantitative on industrial spatial analysis.First of all, this paper defines the conception of the less developed areas, mountainous areas, industrial space, urban space and some related concept. Then the author systematically summarizes the related research and practice in two aspects: "industrial space layout- the less developed areas industrial space" and "urban space planning, urban space planning in less developed areas". Then the author combined research idea, and determined the research framework of this paper.Secondly, this paper evaluates the status of the construction and planning of industrial space which in the underdeveloped mountainous area in southwest. This paper defines the underdeveloped southwest mountain range, and deeply analyses the industrial spatial development and urbanization development present situation and difficulties, and then it discusses the cause of the common problems. After that, the author takes four counties in the northeast of Chongqing as the typical cases researching, which are Wuxi, Wushan, Chengkou, Fengjie.The four counties make up a completely geomorphic unit, and also are representative in the geographical environment, economic development level, industrial, urban space planning and construction level, development dilemma and so on.Thirdly, this paper analysis the present situation and problems of case area in urbanization, industrial space and urban space development. Then it finds that there are many problems exist in the process of planning and development of industry, urban space and industry space, such as the confliction between human and nature, the significant contradiction between human and land, and so on.Fourth, in order to reveal the mechanism of industrial spatial planning, this paper does quantitative and quantitate research in multi-level on industrial spatial problems and their causes of case area through the “macro – micro”state. At the macro level, the paper does research to the case area through two level which are the four county regional scale and county scale. The author analysis the urban system, ecological environment sensitivity, nature reserves and regional traffic facilities and so on. Then analysis geographical space of GDP statistics combined with the overlay influential factors on Wushan and Fengjie, to find out the way of multi-factors working on the industrial spatial layout. At the micro level, on the one hand, the paper does the quantitative analysis on Fengjie through industry development, industry space and urban space expand mutual influence in time and space dynamic perspective, and carried on a in-depth analysis of the interaction between industrial development and urban space development. On the other hand, the paper analysis topography and geomorphology, geological hazard assessment, the location of residence land based on large data information of industrial branches from Baidu map and OD model calculating, and to explore the interaction law of industrial space and urban space development at the micro level. At last, the paper discuss the mechanism of industrial space layout in underdeveloped southwest mountainous area.Fourth, on the basis of the "macro- micro dimensional administrative levels, this paper in order to in case of industrial spatial problems and their causes and quantitative exploration of multi-level research, to reveal the mechanism of action of industrial spatial planning.Fifth, this paper puts forward some strategies of the optimization on industrial spatial planning in underdeveloped mountainous area. The paper proposes we can transform the mode of economic growth, promote industrial technology and extend industry chain to optimize industry development model, and has carried on the empirical analysis through the case area. It also puts forward the optimization way and the specific optimization path on industrial spatial planning in the macro region, the county level and the microcosmic level. And it has carried on the empirical analysis through the case area. Then the paper also gives a discussion on optimizing the policy environment of industrial spatial.Finally, this paper put forward some suggestion about optimizing the construction of the underdeveloped southwest mountainous towns, based on the research conclusion. Such as completing data statistics, using multidisciplinary perspective, using advanced technology and methods, distinguishing the steps for planning implementation and so on.
