With economic development and social progress, the air transport industry has been greatly developed in our country, and the airport has increasingly become a symbol of the modern city. But the impact of the airport construction and operation is also growing,especially the aircraft noise. According to statistics, about 40 airports' noise problems have become increasingly prominent, especially in some large hub airports, the problems become more serious impact on people's daily life, resulting in many residents complaints near the airports. Therefore, it is important to develop reasonable criteria to evaluate airport noise intensity.The evaluation criteria used in the “Standard of Aircraft noise for Environment around Airport” is WECPNL. This standard has been developed and implemented twenty years, and some problems are found in the process of implementation such as large volumes of data, lack of objectivity. In order to help the implementation of standards, the State Environmental Protection Agency proposed to revise the standard in 2009.Many experts have recommended the use of DNL as the primary evaluation and now it is in the community comment period. To make the new criterion more perfect, this paper studies in-depth the application of DNL and the problems that may exist. Based on the relationships between SEL and human sleep and public annoyance, the paper limits the value of SEL during the day and night respectively, and propose new indicator NEI to compensate for the lack of DNL.This paper extractions data files from Capital Airport and calculates DNL and NEI after dealing them in Linux using C programming. By means of comparative analysis, it proved that using NEI to evaluate airport noise is realistic. Finally, it proposed that to take different measures to reduce the impact of aircraft noise for excessive noise areas.
