With the rapid growth of air traffic and the increase of extending and building airports, the problem of aircraft noise become an increasingly prominent issue, which seriously affect airport sustainable development, hinder airport and surrounding environment harmonious relations, hamper urban construction, and even cause serious social and environmental issues. Aircraft noise has become the most outstanding problem of airport environment. But aircraft noise can not be solved well all the time. Based on this, the paper went deep into studying of flight procedures noise evaluation and noise abatement measures. The paper firstly drew on the research results of experts at home and abroad, introduced aircraft noise’s harm. According to some dozen aircraft noise evaluation index, the article took WECPNL as assessment index of cumulative event, took PNL as evaluation index of single event. The paper analyzed aircraft noise evaluation principle and steps, established flight procedures noise evaluation model, handled airport information and aircraft 4D trajectory based on Boeing Climb Out Program, polynomial fitted aircraft noise and distance characteristic curve using of MATLAB 7.0, calculated measure point’s noise value, drew noise contour line using of Golden Software Surfer8.0, developed flight procedure noise evaluation system based on flight procedure noise evaluation model, described the system’s designing ideas, operating system and developing tools, evaluated Nanjing airport 06 runway standard terminal arrival procedure. Noise abatement procedure which is economical and efficient control noise way is used by more and more airports. Then the paper analyzed noise abatement departure climb procedures, noise abatement approach procedures, continuous descent arrival procedures and area navigation procedures’noise reduction effects, evaluated Tianjin airport area navigation procedures. Finally, the paper summarized research results and further research work.
