AOFA(Aerodrome Obstacle Free Airspace) is critical to ensurethe operation safety and flight proceduresimplementation of civil aerodromes. With the rapid development of urban construction and the increasing number and scale of civil aerodromes in China, more and more high-rise buildingshave been built and posed a serious threat to the flight safety in and around airport. For aerodrome clearance management of civil aviation, there are serious problems in three aspects currently, i.e., thecontrol scope, obstacle evaluation method and risk management. Exploring effective solutions of problems above is of long-term significance to the improving protection level of aerodrome clearance.Based on OLS(Obstacle Limitation Surface)of Annex 14 of the International Civil Aviation Convention, combined with analysis on areas of arrival, approach, departure and visual circling maneuvering procedures, the concept and scope computing method of IntegratedAerodrome Clearance(IAC) are put forward. With the area of procedure as daily management of aerodrome clearance, IAC allows for both the OLSof Annex 14 and the procedure area, thereforeovercoming the disadvantages of defining the scope of aerodrome clearance mainly by OLS. At present,the influences of the obstacles in the vicinity of aerodrome are mainlyjudged by whether the procedure areasare penetrated, without quantitative evaluation of the obstacles risk. The mathematical models of computing collision risk with aircraft forsingle obstacle and multiple ones are established, with result ofquantitative, accurate evaluationfor obstacle(group) risk.In view of the weak risk management of aerodrome clearance currently, and according to the Safety Engineering's principle of man-machine-environment-management and Risk Control Theory, the thesis setup the Aerodrome Clearance Safety Risk Management System(ACSRMS), which integrated risk identification and pre-control, risk evaluation, risk control and improvement.Based on ACSRMS, the methodology of quantitative calculation of aerodrome clearance safety risk is derived by way of analytic hierarchy process.
