The sponge city is an important part of new urbanization and ecological civilization construction in China. It can effectively solve waterlogging, river pollution and water resourse shortage problems, and improve the ecological transformation of the city developping ways. As a main area of sponge city construction, the Southwest has problems of complex natural geological conditions, obvious meteorological and hydrological characteristics and prominent urban construction defects. So the sponge city has an obvious practical significance to the water security pattern construction of the mountainous cities in the Southwest. From the viewpoint of urban hydrological process, this paper points out the theoretical and technical coupling between the mountainous hydrological system and the sponge city planning and the general ways of sponge city construction in Chongqing, basing on the theoretical foundation of the science of human settlements in mountainous regions, urban planning, urban hydrology, and systemic analysis of mountainous hydrological process and practical problems in Chongqing sponge city construction. The main innovation points include: 1. Building the sponge city eco-hydrology system which is adapted to the mountainous hydrological process, 2. Pointing out the Chongqing sponge city planning methods which are adapted to the statutory planning system, 3. Enacting the Yuelai sponge city planning guidelines which are adapted to the local environment conditions. The paper presents that the eco-hydrology system can overally plan the sponge city, the sponge city planning frame can be based on the quaternity of object, target, system and content, and the optimal methods of Chongqing sponge city planning can fuse the planning system of master plan, subject plan and detail plan. On these viewpoints, this paper can realize its value of theoretical innovation and practical regulation.The paper is divided into six chapters, and the main contents are listed as follows:Background and theories review(chapter 1 to chapter 2): The social, political and practical background of sponge city is detaily introduced. It also deeply analyzes the theoretical connotation of sponge city, low impact development and urban hydrology. In the theories review part, the essay systematically concludes the new theoretical and practical results of sponge city at home and abroad, and the research situation of urban hydrological process and effects. It provides basis of theoretical innovation.Theory and method innovation(chapter 3 to chapter 4): On the basis of systematic analysis of the mountainous hydrological process, the paper uses the concept of ?eco-hydrology system‘ in the urban hydrology science, and builds the hydrology system which is adapted to the mountainous hydrological process from the viewpoint of process and pattern, directing the sponge city construction. It builds the planning frame of mountainous sponge city construction, innovating the main composition of planning system. Then from three levels of master plan, subject plan and detailed plan, the paper puts forward the sponge city control points in target, ecological pattern landuse planning and so on.Empirical research(chapter 5): The paper takes Yuelai sponge city construction as an example, and analyzes the current situation and simulation of hydrological characteristics. It sets the total targets of runoff amount and pollution control, combining with the landuse planning. The comprehensive structrue of Yuelai sponge city construction is also put forward with the detailed control points in the master plan and regulatory plan.Conclusion and expectation(chapter 6): The paper summarizes the main conclusions and innovations, including rebuilding the mountainous sponge city eco-hydrolody system, building the target system in Chongqing sponge city construction, proposing the planning methods of Chongqing sponge city and the implementing the control points into Yuelai. At last, it points out the shortages of the paper and expectations to the future.
