Ground Based Augmentation system landing guidance system(GLS) is an advanced system, which is the application of the satellite navigation system in the terminal area and approach landing. To ensure GLS operate safely, reliably, efficiently,ICAO recommends that all the GLS users should complete the work of system design approval, facility approval and operation approval. Based on researching the ATC system approval specification of FAA and Eurocontrol, the approval principles based on life-cycle model is revealed, the approval criteria framework based on safety is built, and the GLS approval criteria is presented that is suitable for the existing technical specifications of Civil Aviation of China. The main research work includes:Firstly, the United States and European approval criteria specification of the air traffic management system is researched, and the core framework of the United States and European GLS approval criteria is established.Secondly, according to the approval principle of ATC system, the ATC life-cycle model for the Civil Aviation of China is established, the GLS approval criteria framework of the Civil Aviation Administration of China is presented based on safety assessment in terminal area, and the approval process is researched with three phrases of system design review, equipment performance test, and site operational test.Then, the approval content of system design review is researched on this section.From the perspective of operational safety, the seven processes of the system design review are analyzed, the hierarchy of these seven processes is presented, the content and typical method of the safety assessment is researched.Finally, the review content of equipment performance and operating approval of the Civil Aviation of China is analyzed, the requirements of installation and operation safety of GBAS ground equipment, flight procedures of the airborne equipment.
