The Performance Of Project Approval System Reform From The Perspective Of Public Satisfaction

Administrative examination and approval is an important mean for administrative organs to supervise and manage social and economic affairs in advance according to law,while administrative examination and approval system is an important way for national administrative organs to implement administrative activities.The approval of construction permit is usually regarded as an important manifestation of the convenience of business environment.Optimizing the examination and approval system of engineering construction projects has a significant impact on improving the business environment.In July 2017,general secretary Xi Jinping chaired the sixteenth meeting of the central financial and economic leading group,and called for City A to take the lead in promoting the environmental reform of the big city as a megacity.At the beginning of 2018,the State Council decided that the Ministry of housing and urban rural development should take the lead in promoting the reform of the examination and approval system of engineering construction projects.Based on the perspective of public satisfaction,this paper studies the performance of the reform of the approval system of construction projects.Starting from the research background,through the analysis and collation of domestic and foreign literature on the reform of the administrative approval system,the significance of the topic is clear.Then,this paper defines the concept of service-oriented government,public satisfaction,administrative approval and other concepts,combing the relevant theoretical basis On this basis,it analyzes the multiple driving factors and objectives of the reform of the administrative examination and approval system of the government.Next,through field investigation and questionnaire survey,this paper investigates the new round of reform and public satisfaction of the project approval system of city a in 2019,and evaluates the performance of this round of reform by combining four firstclass evaluation indicators: the achievement of objectives,the scientific of reform,the efficiency of reform and the convenience of reform,and finds out the problems existing in the reform and puts forward suggestions Relevant suggestions are put forward to provide reference for future reform.According to the research of this paper,the goal of this round of project approval system reform in city a is to improve the approval efficiency and save the approval time.Based on the public's perspective,the completion of the goal is good,while the overall public satisfaction is relatively high,but the public satisfaction is low in the aspects of simplicity of approval materials,sharing of approval data,and the convenience and reform of the reform The average excellent rate of the scientific and efficient public evaluation of the reform has a big gap,which is a short board to be improved urgently.At the same time,drawing on the experience of other countries and cities in the reform of administrative examination and approval,this paper puts forward suggestions and Countermeasures to further improve the reform of the examination and approval system of local government construction projects,hoping to provide ideas and inspiration for local governments to strengthen the construction of the examination and approval system.
