With the rapid development of civil aviation in China, Safety has become a more and more important subject in civil aviation study. Since the running of civil aviation is supervised by the air traffic controllers, air traffic control activities influence the safety of civil aviation tremendously. Air traffic control activities include not only behaviorally-oriented aspect but also cognitively-oriented aspect. The cognitively-oriented aspect includes the process of air traffic information, the foundation of situation awareness and planning of air traffic control orders, the cognitively-oriented aspect which happens in the mind of air traffic controllers plays a role of dominance in air traffic control activities. On the basis of thorough study the theory and model of cognitively-oriented aspect, it is found that the function of situation awareness(SA) which is an internal part of cognitively-oriented aspect is fundamental.In this paper, firstly, the process of cognitively-oriented aspect is founded, moreover, the details and importance of cognitively-oriented aspect are described. Since situation awareness plays a fundamental function in the process of cognitively-oriented aspect, the paper further studies the main influential actors in different levels, on the basis of which Bayesian network which includes the main influential actors and situation awareness is developed, so that, the reliability of situation awareness is evaluated quantitatively, moreover, the importance of the influential factors of situation awareness is evaluated respectively.In consideration of different system conditions, software used to calculate the reliability of situation awareness is designed.By the study and evaluation of situation awareness and the influence factors, the reliability of cognitively-oriented aspect of air traffic control could be evaluated, which could serve as reference of improvement of the reliability of cognitively-oriented aspect of air traffic control.
