With the steady implementation of West Development Strategy, the engineering construction has been developed rapidly because of the economy's vigorous support, especially mountainous towns., Not only it causes the construction site's blind expansion and waste in this process, but also harms local ecological environment. So engineering construction site in mountainous town suitability evaluation is paid more attention by the land planning department and the experts. Because of its unique geographical features and social attributes, the existing evaluation systems and models of plain region can't be fully applicable to the mountain area. According to the past, the manual evaluation process is tedious, the evaluation result is not accurate, and the efficiency is low. With the development of computer technology and the wide use of geographic information system in many fields, GIS is recommended to the evaluation process and the complete system developed independently evaluates the suitability of the engineering construction site.This paper relys on "12th Five-Year" National Science and technology support program, "village regional spatial planning and land use optimization technology integration model"(2012BAJ22B06), leaves starting point on the influence of the construction safety of mountainous towns, selects key factors affecting the construction site and establishes a model of engineering construction site in mountainous town suitability evaluation and integrate it into the system. With the development of geographic information system and the technology of GIS secondary development components, system development has become the best method of evaluation research. It can integrate secondary development of geographic information system(GIS) and evaluation model and study the evaluation units and quantify the research indexes. This method can not only overcome the shortcomings of manual evaluation, but also the evaluation results are more accurate and intuitive. To sum up, in the process of the completion of this paper, it mainly includes the following aspects of the work:(1)Summarizing present research situation of domestic and foreign on engineering construction site in mountainous town suitability evaluation, It points out the deficiency of the existing research theory to the suitability evaluation of the construction site of the mountain town project, pointing out the deficiency of the existing research theory to the suitability evaluation of the construction site in mountainous town,analyzing deeply the basic theory and the research focus of the evaluation, constructing index system of enginnnering construction sites in mountainous town suitability evaluation, including 5 first level index: topography and geomorphology, geotechnical characteristics, groundwater, adverse geological, seismic and 17 second level indicators profile curvature, plan curvature, rock and soil characteristics and so on.It lays the theoretical foundation for later evaluation system construction and system design implementation.(2)Designing the system collectively and clearing its goal that three evaluation models is integrated into the system and realize the process of land evaluation simple and automation.Using ArcGIS secondary component development technology and visual development tools,developing mountainous town construction site suitability evaluation system and using ArcGIS 10.0 as development platform, visual studio 2010 as development language loop mirror, C# as the development language.It achieves the goal of the graphical browsing, graphical spatial bidirectional query, ecological security evaluation, construction land suitability evaluation, engineering construction site suitability evaluation, result output and print function and so on.(3)According to the model of engineering construction site in mountainous town suitability evaluation,Taking Jifang Village, Fuling Town as an example to evaluate the construction site suitability evaluation suitability.
