With the quick development both of economy and strength of international influence of China, it injects a big power into the development of Civil Aviation of China and ranks the second in the world for a long time. At the same time, the airline operating cost is rising fast,which turns the cost control into not only the means of pursuing profit, being survival and achieving sustainable development, but also internal demands for rational use of social resources, improving the efficiency of resource utilization and building a resource-saving and environment-friendly society. The main research contents are as follows:Firstly, one job of the fleet planning is pointed out, that is matching the air routes and aircraft types, including airworthiness matching and economic matching.Then the two parts of the airworthiness are detailedly analyzed, involving airport airworthiness and routes airworthiness, and each is illustrated by one example. Then the composition of airline operating cost is analyzed, noted what the research concerned is the part of the direct operating cost that related to the flight time and the calculation method. And the calculation method of flight cost index is discussed. Then, one mathematical model is established to matching the air routes and aircraft types with the objective of minimizing the direct operating cost that related to the flight time, and the airworthiness matching and economic matching are joined effectively by the model, which makes the model versatile.Finally, with one domestic airline, a detailed description of the application of the mathematical is listed. With the company of the original flight plan and optimized matching program, it draws conclusion that the model can effectively save the direct operating cost and provide recommendations for operating while modeling and analyzing the optimization, what makes great contributions to airlines.
