More and more flights have to wait in the terminal area or the field because of congest, It causes a number of delays and unnecessary fuel burn. Only relying on airports expansion or runways construction cannot resolve these problems. Therefore, it is essential to make a study on optimization of aircraft operation, which includes taxiing path and runways assignment, to reduce delays, enhance flow of airport and terminal capacity.In this paper, terminal capacity, aircraft delays and fuel burn are under consideration.Take Xi’an airport for example, parallel runway airport models that includes aircraft scheduled and runway assignment are constructed. At the same time, Improved Immune Genetic Algorithm(IIGA) is applied with MATLAB7.0 to optimize the models.Whether the sorting result is reasonable or effective or not need to be tested. Therefore,this study is based on Total Airspace and Airport Modeler(TAAM) to test and analyze this result. To simulate this model realistically, parameters of simulation environment need to be set. However, TAAM is developed by the condition of FAA rules. If TAAM is used in the domestic environment, it needs to be amended to adapt to ICAO rules. At last, it is proved that,with the comparison of simulation results between TAAM and MATLAB7.0, the sorting result based on IIGA is reasonable and effective.Finally, the research of aircraft scheduled and runway assignment based on IIGA cannot only relieve the workload of controllers, but also reduce the fuel consumption and improve aircrafts’ punctuality rate. So, this method can be actually applied to the ATC operation.
