The Civil aviation airport is in the air transport chain. It works for the passengers, cargos and mails as the starting point, transit point and end point. It is also one of the most important infrastructure for a country and region. The focus of the airport has been the aviation safety, high quality service and management. Both the facility capacity and the safeguard ability are the main stress for the rapid development of air transportation industry. And now there are four main key problems to further study and solve for the airport operation under the premise of flight safety. The first, it’s how to ensure the ground through the reasonable scheduling and optimizing the allocation of production resources. The second, it’s how to improve the level of service. The third, it’s how to improve facilities resource utilization. The forth, it’s how to improve the management benefit.Airport scheduling management is a major means for improving the efficiency of the airport management. It is divided into slots assignment problem and taxiway assignment problem. The paper studies the scheduling problem under a civil airport airport slots allocation problem. The slots assigned refers to satisfy certain constraint conditions and objective requirements under the condition that executes appropriate slots for every flight.Existing study of slots allocation problem considers either passenger walking distance for the shortest total target or the minimum sum of fuel. However, in the reality, people often expect that both of them can exist. And the researchers have not done the problem for now.Therefore, the writer considers both the shortest passenger walking distance and aircraft fuel consumption sum at least new slots distribution to build a new model. Then trying to use the genetic ant colony innovation optimization heuristic algorithm to solve the model and making the simulation. Because the new modle has both the slots allocation airport scheduling problem and the taxiway assignment problem, the writer will finally try to build new slots allocation model under the premise of considering the taxiway allocation problem and also try to use the genetic ant colony heuristic innovation algorithm to work out the model. Above all, making the simulation to confirm the method.
