Study On Risk Management In Test Flight Safety Management System Of Civil Aircraft

Safety management system is one of the core competitiveness of the civil aircraft industry. For professional civil aircraft flight test organizations, flight test safety management system is more important. The core of the flight test safety management system is safety risk management, so that the safety risk management is the core of the core competitiveness of the civil aircraft industry. Internationally, two large civil aircraft manufacturer, Boeing and Airbus,possess mature flight test safety management system and capability of flight test safety risk management. In China, civil aircraft re-start again, and professional civil aircraft test flight is a blank. There is few research about risk management of civil aircraft flight test whether in theory or in practice.The methods of this paper is use mature safety management system of civil aircraft industry, and learn from advanced international experience, then research our country’s safety risk management of civil aircraft flight test. According to the specificity of the civil aircraft flight test mechanism, safety risk management of the civil aircraft flight test mechanism contains two parts, which are daily risk operating safety risk management and flight test safety risk management.The theme of this paper is risk management study in civil aircraft flight test safety management system. The purpose of this paper is to provide a theoretical basis for the safety risk management of the civil aircraft flight test mechanism, to improve safety level of civil aircraft flight test in our country, to innovative process of safety risk management, to ensure the safety of people, aircraft and other property during the civil aircraft flight test mechanism is in flight test, to enhance core competitiveness of the civil aircraft flight test mechanism, and to build professional civil aircraft flight test mechanism which is in world-class level by this paper’s research. The research of this paper contains the following aspects:1. Make a comprehensive description and analysis of the concept of the safety management system and safety risk management.2. Outline the framework of the flight test safety management system.3. Selective analysis and study the safety risk management process for the civil aircraft flight test mechanism.4. Giving a few methods for the civil aircraft flight test mechanism to make safety risk analysis.5. Introduce coping measures after flight test accident is happened.Finally, a few examples of the safety risk management plan for the civil aircraft flight test mechanism do flight tests, and some typical examples of a variety of safety risk level of the civil aircraft flight test are given.
