Along with our country economy booming and the high-speed development of air transportation industry, metroplex phenomenon has been springing up. In metropolitan areas, intensive airport distribution, complex airspace structure, high traffic demand has serious impact on flights operations in the metroplex terminal area, resulting in large flight delays and economic losses.For the problem above, this paper began with the summary and the analysis of the related research achievement, refined the main problems and solving ideas, than established a collaborative flight scheduling idea with the principle of “fairness, justice, efficiency”. Firstly, Collaborative Decision Making(CDM) and Cooperative Game theory was combined based on the operation situation of Shanghai metroplex, and a collaborative flight scheduling model was built to analyze the utility function for airlines, airports, and air traffic control(ATC), then established rejectability function and the selectability function of each flight to decide how to choose the Ground Delay Programs(GDP)or the Air Holding Program(AHP), a primary scheduling framework based on Game theory was built. Next, this paper put emphasis on analyzing the utility function for the scheduling fairness of airlines and proposed a discrete optimization model under RBS(Ration-by-Schedule) to seek a scheduling strategy which could minimize the number of each flight's reversals. FS-MOPSO(fuzzy self-correction multi-objectives particle swarm optimization) was used for the simulation and the result indicated that the strategy could improve the scheduling fairness of airlines. Finally, the utility function for the fairness of using the common airspace resources among different airports was built emphatically, and the characteristics of every delay measure were analyzed to develop an allocation strategy.MO-NNIA(multi-objective nondominated neighbor immune algorithm) was used for the simulation. The simulation experiment indicated that the strategy could reduce the difference between the average delay time of every airports and make the flights arrive at the common fix evenly. The prospect primarily analyzed the utility function for ATC and determined the future research directions, which would further perfect a collaborative flight scheduling model based on cooperative game theory. Therefore, the enthusiasm of each department participating the collaborative flight scheduling will be aroused fully, which will have a certain significance for improving operation efficiency in metroplex terminal area.
