Beijing Capital International Airport is the most important air traffic hub in China,flight alternate caused by hazardous weather is a growing serious problem there, which greatly affects the Capital Airport and other airports normally operating, as well as the whole air traffic network. It brings the airlines great economic losses. Therefore, it has very significant applications to study flights alternate strategy under dangerous weather in Capital Airport, which will be explored from the perspective of controllers in this study.Firstly, it is done to summarize the high-fat in a day and high-fat month period of alternate flights based on the flights operations data provided by the “very zhun” and Civil Aviation Authority data center. By collecting a number of alternate flights operations data, it is finished that summarizing the allocation discipline of alternate airport and noting the current problems in alternate management.Secondly, a mathematical model which referenced the ideas of multi-target assignment problem is built used for allocation alternate airport. It takes the minimum alternate time as the optimization objective, considering the changes of airports capacity over time, and limiting of hazardous weather restricted area in route. It is realized that overall distribution plan for all alternate flights in a certain period is optimal.Finally, with Matlab programming tools, Dijkstra algorithm is applied to search for the global optimal path for the alternate flights, which meets alternate airport capacity constraints as well as avoiding dangerous weather constrained area in route. By utilizing the true air routes and real flights operation data, experiments are done to test the model and to explore the effects of different alternate command releasing time.The study will provide air traffic controllers with decision support, as well as alleviate their workload. It can also improve flight operation safety and economy under hazardous weather and promote flights to normally operate.
