Research On The Safety Risk Management Of Air Traffic Control In Small Or Medium Airports From The Perspective Of Public Safety

With the rapid development of economy and society in China,the volume of civil aviation is increasing rapidly,and the number of flights is increasing day by day.But the Yichun crash "8.24",Hongqiao incident "10.11" sounded the alarm for us,exposed the real contradiction of aviation industry growth in the security and transport activities of the situation is difficult to match.Modern aviation is an airline system,mainly by the air traffic service system and airport ground service system composed of open system,if the air traffic service system errors or disturbances in flight operation will cause serious consequences.After the air disaster,it is not enough to take first aid measures,but also a heavy price.It is the focus of air traffic control to ensure the normal operation of aviation activities,prevent the occurrence of safety accidents and improve the level of safe flight.According to the current situation of S airport ATC safety management,analyzes the types of small and medium-sized airport air traffic control human factors errors;through the analysis of the typical case of ATC incidents,to find out the small airport ATC safety management loopholes.This paper draw on the advanced experience of developed countries on the basis of ATC safety management,public crisis management,system safety theory,safety risk management in advance prevention and control as the focus,starting from the point of view of small and medium-sized airports,government,senior management,tospeed up the civil military integration and improve coordination efforts,strengthen the functions of the government department of regulatory responsibility,measures to strengthen infrastructure construction,improve ATC safety management system,improve the small and medium-sized airport ATC safety management level and risk control ability,to enhance the security level of flight.
