An Analysis On Policy Implementation In Urban Renewal

3 years after the completion of the pilot work of "three old reconstructions" Guangzhou carried out a number of complementary and perfection work on related policies. However, after the policies renewal system launched in 2015, Sustainability of reconstructed projects and implementation of policies didn't live up to expectation, which became a main concern of the industry. Previous research found that the effect of reconstruction is better in urban area where land resources are limited, than in the suburb where is less developed, which identified the incompatibility between policies and different stages of urbanization. Basing on such findings, this paper conducted longitude comparison on related policies, and combined the author's findings derived from real work experience, to analyze the reasons which caused the above gap between policies expectation and real effect. XY street is a showcase of the policies gap in Guangzhou's old factories, old towns, old villages renovation. By analyzing the case, it was found that the different expectation from the executive level and staff level, conflicts between collective benefits and individual benefit, as well as other technical and procedure problems, are the reasons causing such gap. Based on these findings, suggestions and opinion were given to improve the second stage of policies renewal.
