| With the advancement of regional integration,the construction of economic circle has gradually become an important way to realize the development of urban agglomeration.If administrative regions develop independently,there will be repeated construction of major engineering projects,which will lead to resource waste and greatly reduce the efficiency of urban resource utilization.But if administrative regions cooperate to build major projects and improve inter-city connections,such coordinated development will bring considerable economic scale.Therefore,in recent years,a large number of cross-regional major projects have emerged.Government,they typically involves multiple administrative areas and table level relationship between the government,for local interests contradiction factors such as protectionism,which leads to the same project is long do not have a unified leadership and multiple standards,resulting in a lot of crossregional project objectives appear deviation,large projects,the phenomenon of the project failure.At the same time,due to the separation and unsystematic administrative structure,the regional governments in the economic circle are mostly oriented by the local interests,and the government replaces the free competition in the market by exercising administrative means,making it more difficult to realize the reasonable allocation of resources and regional integration.Therefore,in the process of cooperation,it is necessary to coordinate with various parties,solve the institutional obstacles and achieve policy coordination,which is of great importance to the development of trans-regional major engineering projects,regional integration and regional coordinated development.Although the concept of regional integration has existed for many years,there are still many cities lagging behind in the development process,major trans-regional projects are sporadic,and there is no long-term cooperation between administrative regions,thus no corresponding policies have been introduced.Paper,therefore,choose to chengduchongqing economic circle,Yangtze river delta economic circle,and beijing-tianjin-hebei economic circle of the regional economic development strategy of urban agglomeration in our country,its coverage in central China,east,west and north,many large projects across the region,and because the cause of the urban agglomeration development needs a long-term cooperation,the relevant policies are numerous.This paper takes the governance policy of trans-regional major engineering projects as the research object and takes strengthening the cooperative operation among policies as the goal.First of all,comprehensive collection of China’s cross-regional major project governance policies around the three economic circles;Then,the collected governance policies of major crossregional engineering projects in China are screened,and the policies are encoded by the grounded theory,so as to form the policy research unit of the paper.Then the literature research method is used to construct the research framework of policy balance degree and synergism degree.On the one hand,content analysis and comparative analysis are used to qualitatively analyze the balance degree of policy text from three aspects: the subject,the time and the content of the policy.On the other hand,based on policy tool theory and policy collaborative governance theory,the policy synergy index was scored from three dimensions of policy strength,policy objectives and policy tools,and TOPSIS method was used to conduct data analysis on governance policies and AI was used to visualize the analysis results.So as to achieve a quantitative analysis of China’s cross-regional major project governance policies synergistic degree.Based on the analysis results of the development status of governance policy balance and synergism,through the performance analysis of three typical cases in the economic circle,the paper excavates the dilemma and causes of governance policy.Finally,according to the collaborative governance theory and Fayol Bridge theory,a trans-regional policy collaborative governance mechanism for major engineering projects is constructed from three aspects:generation mechanism,operation mechanism and adjustment mechanism.Papers were collected and screened across 169 regional major engineering project management policy files,policy balance analysis of 169 time in the city of economic circle involved,the main body,content,comparative analysis,with growth time,the number of postings are on the rise,but the trans-regional major projects of the multi-agent jointly issued co-ordinated policy number is very few,Policy tools mostly refer to the establishment of mechanism and system.In the comparative analysis,it is found that the problems focus on the inconsistency between the scope and object of policy application,policy work content,policy implementation agency,policy tools,punishment standards for policy violations,policy safeguard measures and policy work objectives.The main reasons are the lack of cross-regional project coordination subject,the lack of specialized laws and regulations,the lack of institutional mechanism,the uneven distribution of interests and the lack of talents.By using expert interview and expert scoring method,this paper evaluates the synergistic degree of administrative regions of major crossregional engineering project governance policies in China,and concludes that the synergistic degree of Chengdu-Chongqing economic circle is the highest while that of Beijing-Tianjin-Hebei economic circle is the lowest.Through case analysis,it is concluded that the dilemma of governance policy of major trans-regional engineering projects in China focuses on the system,functional orientation and government credibility.Therefore,in order to reduce the contradiction of trans-regional major engineering projects,solve the policy dilemma of trans-regional major engineering projects governance in China from the root,and enhance the coordination and cooperation between administrative governments,the key lies in improving the top-level design,promoting the cooperation between regional governments from the policy system,and winning more common interests.Based on this,a trans-regional policy collaborative governance mechanism of major engineering projects is constructed,which is a trinity of generation mechanism,operation mechanism and adjustment mechanism. |
