:Construction, industry, and transportation are three main energy consumption areas, and therefore, paying attention to energy efficiency has a great significance to transfer the development pattern of the economy and realize sustainable development. A series of new building-energy-efficiency policies have been introduced by the government since the "11th five-year plan", which has caused important influence on the economic and social development of our country and also extensive public concerns. Therefore, the research on the policies of building efficiency has become a hot issue in academia. However, the systematic research on evaluation of building efficiency policies is so scarce nowadays. Hence, implemented studies on energy efficiency policies evaluation in our country have theoretical and practical significance.At first, the literature of energy efficiency policies evaluation at home and abroad was analyzed, and the defects of policies evaluation theory and methods were found. On this basis, the traditional classification method of building energy efficiency policies was compared with the classification method of the International Energy Agency (IEA), then the advantages of this approach were pointed out, and our country’s energy efficiency policies were collated under the IEA classification. The above analysis shows that the overall progress of China’s building energy conservation policy is lagging and the structure of economic incentives is unreasonable.A comprehensive evaluation method of energy efficiency policies is constructed based on analytic hierarchy process according to the theory of public policies evaluation, and then main advantages and defects of this method are analyzed. To correct the above defects, we constructed the evaluation method of energy efficiency policies based on IEA, which has clear and rational thinking, scientific evaluation process, and enriching evaluation results, and establishes seven key steps of the building efficiency evaluation. We could find the problems existing in the design and execution, and put forward policy recommendations. Finally, we analyzed the evaluation thinking of building efficiency mandatory policies in China based on the IEA policy evaluation methods.
