Study On Benefit Evaluation Of Safety Investment In Shipping Enterprises

The FSA method is of scientific which embodies in making economic analysis of the program for the goal of obtaining the optimal benefit with the minimum input.But cost-effectiveness analysis is the most difficult part in the quantitative process of FSA.Through the integration of industry bulletin data shows that the direct economic loss of maritime accidents is up to 5.17 billion yuan from 2003 to the present.By the characteristics of high investment and high risk,safety means efficiency in shipping industry.Therefore,how to allocate safety input scientifically and rationally to achieve the optimal output is an urgent problem to be solved in the shipping industry.In this thesis,we study the safety benefits of shipping enterprises,On the premise of analyzing and studying the related research results of cost-effectiveness analysis at home and abroad,we divide them into two aspects,one is derogation output,the other is value-added output.Reference to the revised 'GB721-1986' and the loss calculation method of traffic accident in Japan,the measurement of derogation output is improved.In addition,this thesis lays emphasis on analyzing the impact of safety management and security edibility on value-added output,striving to find a higher operability calculation of value-added output.At the same time,this thesis gives a specific project safety output evaluation model,and provides a rational model of calculating the expenditure of security cost.This thesis improves the national safety production input-output table,in order to achieving the optimization of cost and benefit based on solving the safety investment and project.Based on the above research,the safety input-output model and safety investment decision model of shipping enterprises are discussed in detail.Then,the reliability and feasibility of the models are validated by case study.The cost-effectiveness analysis provides the theoretical basis for establishing the safety management mode of the shipping enterprise under the requirements of the sustainable development concept.It has a certain theoretical and practical significance.
