Maritime safety has always been great concern, the safety status of tanker has also been high-profile. Consequences due to oil tanker accidents are frightening in history. In addition to the risk of lost of lives and loss of property, oil tankers also have the risk of oil spill. In the event of oil spill accident, the environmental and ecological pollution cannot be measured in value of fortune. This is why the safety status of oil tanker is quite important.Since introduced by IMO, FSA research has never been stopped by the industry, and it has got lots of achievements in the past twenty years. IMO had almost went public the FSA assessment report of ships in every type, and also gathered many evaluation methods and assessment standard in the FSA guide. While research of FSA is widely, but most study focus on the identification of risks, risk analysis method. Cost Benefit analysis has not been focused. And the research achievements are also few. As important for the final decision, Cost Benefit analysis should be taken into consideration seriously.This article expounds the process of FSA,and methods used in FSA on each step. And applies the FSA method to the safety assessment of oil tanker. Also in order to study the FSA Cost Benefit analysis method, this paper studied Cost Benefit analysis method which existed in FSA, analyzes the each Cost Benefit analysis indicators and its applicable situations, then summarizes the approach of FSA Cost Benefit analysis method for analysis its deficiency. In the past, the Cost Benefit analysis indicators in FSA can not be fully accurate ranking for each risk control scheme when using single indicator, and there is no method to combine multiple evaluation indexes. In this paper, Cost Benefit Analysis methods in other areas is studied by using data envelopment analysis (DEA) model to analysis cost and benefit was applied on ranking the tanker risk control scheme. The principle of DEA model is compared between each project, it not only avoids the difficulty of quantitative risk effectively but also solves the problem of multiple attribute decision making.In this paper, DEA model was set up to analysis cost and benefit. The cost of risk control measures are defined as input values and risk reduction value, earnings and oil spill risk reduction are defined as the output value. Thus, a single input multiple output DEA model is set up, then uses DEA-Solver software to calculate results. Completed ranking results can not be achieved after analysis the results. So in the basis of DEA model there is a process of second ranking. Finally the completed ranking results are obtained after twice analysis.
