With the intensification of urbanization and rapid development of our national economy,traffic congestion has become a major factor of restricting the sustainable development of cities.As an effective measure to alleviate urban traffic congestion,congestion fee and parking charging management has attracted more and more attention in city traffic management at home and abroad.At the background of that,this research mainly studied commuters' travel behavior on rush hour in a bottleneck with parking constraint,we developed congestion charging and parking strategy to reduce the system total cost,which provided theoretical basis to remit urban road traffic congestion in commute corridor.Specifically,this thesis mainly researched the following several aspects:Firstly,Commuters' travel behavior in evening rush hour is analyzed in a bottleneck,and Commute modes in an integrated daily commuting pattern are analyzed,Traveler's departure time choice in the evening rush hour depends on their parking position in the morning rush hour,which related morning with evening rush hour by parking constraint,and every traveler's cost function is obtained and then departure rate,critical time points and some important parameters are derived.Secondly,based on commute modes in an integrated daily commuting pattern,this research analyzed the optimal commute mode in a bottleneck with parking constraint,then we derived departure rate,critical time points,some important parameters and total system cost of different commute modes,then we can get the optimal parking fees strategy.Finally,this research compared travel total cost of three charging strategies: The first strategy is that parking positions were reserved previously.The second strategy is road congestion fee in integrated rush hour,which can reduce the total system cost to some extent.The third strategy is to realize system optimal by combining congestion fees with parking charging,then a numerical example is developed to compare advantages and disadvantages of these strategies.Relevant research in this research can provide theoretical basis for guiding traffic managers to decide parking charging.
