| City urbanization process accelerating, the quantity of the car rising sharply and the more clear of city functional division (living area and the core business district separated), gave birth to a large number of cross regional commuter traffic. In addition, the supply and demand of parking on the core business district is imbalanced, so there is traffic congestion problem during the morning rush hour. In order to alleviate the city traffic congestion, traffic management departments regulate and guide the city traffic by imposing road congestion pricing and parking demand management. The Measures can ease the traffic congestion in the city during the morning rush hour.In this paper, we assume that there is a bottleneck between residential areas and central business district and a parking lot in the CBD and a parking lot in the heart of the business district around the office. We assume that on the morning peak hours, parking capacity can meet the needs of all commuter parking (no parking capacity constraints) and can only meet part of travelers’commuter parking demand (with parking capacity constraints)By analyzing the commuters’travel path, travel patterns, travel costs and travel process in the state which there is parking capacity constraints and there is no parking capacity constraints.In this paper, the single bottleneck link congestion pricing model is used to establish the bottleneck pricing models and there are no parking capacity constraints and parking capacity constraints. Through analysis, we obtained the social total costs under the two conditions.With the numerical examples, we analysis the social total costs under the two conditions and when there is a toll in the bottleneck, we have got the lowest social total cost under the parking capacity constraints. This tells us that the implementation of road congestion pricing strategy works best under the parking capacity constraints. |
