The Information Service Platform For Maritime Safety In China East Sea

In recent years,with the rapid growth of the global economy and the accelerated development of economic integration,waterway transportation,with the advantages of large volume,strong currency and low transport price,occupies dominant position in the transportation of bulk cargo.In response to the rapid growth of trade demand,cargo ships are required to be high-speed,large-scale,single-purpose.At the same time,the growing of ship traffic density and complexity of the aquatic environment,there is no doubt that it will bring great challenges to the safety of maritime navigation and the prevention of marine pollution and raise the demand for maritime security system around the world.In order to meet these challenges,countries around the world are actively explore various kinds of high and new technology,and hope that through technological innovation to realize its maritime management service and the ability of the supervision,to ensure security,protect the ecological environment of maritime transport.Our country in order to promote and improve navigation security management standardization,informationization,digitization,also introduced all kinds of corresponding information application system of maritime security management.In this paper,taking the east China sea as the research object,based on the characteristics and work nature of maritime security business,relying on navigation measurement quality management system,further analyzing the actual business requirements and application,considering the business process,according to the international maritime organization(IMO)Voluntary Audit Scheme quality system standards,and the International Association of Lighthouse Authorities(IALA)management requirements,it researched and implemented the maritime security information management and integrated services integration technology on the basis of "integrated information management and service platform of beacon",eventually,this research built an Information Service Platform for Maritime Security in east China sea.This platform has completed the construction of three areas,namely,remote monitoring of AIDS to navigation at sea,internal business management(information integrated management)and external service remote monitoring of AIDS to navigation at sea include: telemetry and telecontrol system of AIDS to navigation,video inspection system of AIDS to navigation and mobile inspection system of AIDS to navigation,data acquisition system of AIDS to navigation and Web beacon monitoring system and some other sub-systems;Internal business management(information integrated management),including: basic data management system of AIDS to navigation,platform-basic data maintenance system,AIDS to navigation business operation and management system,project management system,AIDS to navigation performance quantitative evaluation method,and information systems and AIDS to navigation quality management systems and some other subsystems;External service mainly refers to the navigation information release platform,online business process platform,AIDS to navigation in portal.Compared with traditional information management and service platform of beacons,this platform improves the accuracy of the information collection,effectively improves the ability of emergency response,improves the ability of information processing,effectively reduces the beacon and maintenance costs,increases the velocity of turnaround and circulation of the ship,cargo,port,reduces the investment and the logistics costs,effectively improves the safety of the port,and protects the oceanic environment.
