To improve the communication capability of vessel traffic service(VTS)system,and to provide proactive,real-time,effective and standard vessel traffic service for user,this paper under the e-navigation strategy proposes a method of how to formulate the vessel traffic service portfolios of port.Firstly,an in-depth analysis of the qualitative description of the maritime service portfolios by the International Maritime Organization(IMO)combined with the demand analysis by the e-navigation and VTS user guide literatures are conducted to refine the need and structure of VTS information service.Once these works are all done,we should convert these user demand into data-need.After that,the structure of the S-100 is analyzed and,together with the user demand,the maritime service portfolios’ model is built and the model is fitted with some rules about the VTS information service.Under the foundation of the model,a standardized database is formulated to realize the efficient data storage and management.Finally,through the design of web-based VTS information service of maritime service portfolios to validate the data model and database,the results show that the system can provide a standardized VTS information service.And through designing the service schemes of vessel inbound or outbound and realize the simulation verification under the Electronic Chart Display and Information System platform.The simulation verification indicate that the system can provide proactive,real-time and effective information service.The main work of this paper is as follows:(1)Analyze and refine the requirements and structure of VTS information services,also propose the service method of vessel service timing based on vessel inbound or outbound.Through in-depth analysis IMO’s qualitative description of maritime service portfolio,after combined with a large number of domestic and international norms and literature,this paper analyze and refine the need and structure of VTS information services.Leaded by the user demand,this paper convert the actual needs of IMO qualitative users into data requirements.And based on the principle of on-demand service,put forward the service model which is according to the process of entering or leaving port to divide the ship service time.(2)Establish a VTS information service maritime service portfolio data model and database that conforms to the S-100 standard.Combined with the refinement and analysis of the VTS information service function need and structure,this paper study the S-100 standard,and then the VTS Information Service maritime service portfolio is subdivided into 18 feature types and its data model is established.And establish a standardized database based on this model.(3)Design a system based on web to verify the VTS information services maritime service portfolio data model.Design system in the IntelliJ IDEA programming tools by using the Java language.Achieve the maritime service portfolio of information query,add,delete and convert to XML format and other functions to verify the establishment of standardized data model and the rationality of the database on the website.(4)Design service schemes of vessel service timing based on vessel inbound or outbound.Taking Tianjin Port as an example,design the information service automatic push algorithm based on the position relation between the position and service timing.And then achieve simulation verification of the service schemes under the Electronic Chart Display and Information System platform by using VC ++ programming.
