Design And Implementation Of Sanitation Vehicle Monitoring System Based On GPS/GIS

With the ever-accelerating pace of urbanization and urban growing, how to solve the key problem of hindering urban development, the sanitation problem, which became an important issues that City Manager is considering. As rapid development, sanitation work became high efficiency, fast response and low cost, at the same time,scheduling job of sanitation vehicle became more difficult,and scheduling chaos cause problems such as vehicles illegal operation also appeared. To make the scheduling strategies becoming more intelligent and more scientific and provide more convenient management tool for sanitation management staff,a vehicle monitoring system with complete remote monitoring, command and management functions has emerged. As sanitation’s substantial increase in mechanization and intelligence,sanitation vehicle monitoring system with highly intelligent will significantly solve regulatory weaknesses of sanitation vehicle dispatch process, provide a more efficient means of monitoring, strengthening sanitation jobs supervision, preclude illegal vehicles operation,optimize the route and working pattern of sanitation vehicles,and improve the sanitation vehicles standards in scheduling and regulatory.In order to meet the needs of rapid urban development, to enhance capacity of city appearance management, promote efficiency and accelerate the respond speed to growing pressures of city appearance environment management, strengthen the response capacity of public emergency, particularly for the treatment of life garbage and industrial waste. In order to ensure the city sanitation Department proper management for sanitation vehicle in status monitoring, and trace pursuit; safeguard the sanitation Department to all areas its jurisdiction better, including dispatched sanitation trucks, real-time dynamic supervision, deal with emergencies and electronic management in its subordinate counties. For strengthening the ability of sanitation vehicles supervision and command in emergency, urban sanitation management needs to make supervision system become more intelligent, more mobile and more digital to achieve sanitation work better. In recent years, the rapid development of GPS, GIS, networks communication technology and information data collection technology provide a solid technical foundation for the realization of intelligent sanitation vehicle monitoring.This paper aims to use GPS, GIS, mobile communications networks technology and other modern technologies to solve sanitation vehicles regulatory issues. sanitation vehicle monitoring management system consists of three components, monitoring center,communication networks and mobile terminals. Mainly to achieve the sanitation jobs on no blind spot monitoring, strengthen transport management, improve the regulation and supervision of sanitation trucks. And avoid illegal operation, save administrative costs,provided detailed operation and security information, aims to provide a scientific basis of decision making for the city information management.
