In recent years,with the rapid development of economy and society,the construction of China’s coastal liquefied gas port and liquefied gas transport into the fast lane.In LANSHAN port,due to rapid development of the liquefied gas transportation,the foundation is weak,the management experience is lack,the liquefied gas ships exposed a number of major security risks during the operation,and has undergone several leakage danger,has seriously affected the ship in port and wharf safety.How to find the source of risk,targeted to be carry out supervision,it is a difficult problem to be solved by the Maritime Safety Administration.In this paper,based on the actual operation of liquefied gas in LANSHAN port area,study on comprehensive safety evaluation of ship operation in liquefied gas,will be to the port of ship and operating terminal as a whole.The present situation and development trend of LPG transportation in LANSHAN port area are analyzed,and the problems in the safety supervision mode of liquefied petroleum gas are analyzed.Risk identification using the theory of comprehensive security evaluation,based on the analysis of the factors related to the operation of the liquefied petroleum gas,defined all kinds of important factors that affect the safety of the specific operating conditions.Based on the AHF analytic hierarchy process,the risk evaluation system is constructed.The quantitative risk factors are calculated by using the fuzzy comprehensive evaluation model to evaluate the risk level and the risk management and control capability of the ship and the port,and an example is verified.In accordance with the risk level,finding out the risk source of the safety of the ship operating in LANSHAN port area,and providing the scientific theoretical support for the key supervision concept and law enforcement mode put forward by the Maritime Safety Administration.According to the major source of risk,three levels of inspection methods are proposed to cover the four key regulatory direction of the regulatory measures.The classification management database of LANSHAN port’s liquefied gas ship and port and cargo is established,set up a regulatory template.
