Suzhou is a historical and cultural city with a large number of historic buildings.As people pay more and more attention to the traditional culture,many historic buildings which like scattered pearls in the city were picked up once again and were utilized reasonably.While others with a certain historical,cultural and artistic value which can not be classified as cultural relic of historic buildings are neglected.Those preservation and situation is grim.Controlled buildings are a quasi-cultural relics building.Compared with culture relic protection sites,they are looking blue.Based on the analysis of the status quo of the protection and utilization of the control buildings in the ancient city of Suzhou,this paper analyzes the plight of the protection and utilization of the ancient city of Suzhou,and puts forward the solution of the property rights of the ancient city of Suzhou by clarifying property rights,multiple property rights,integrating property rights and improving property rights.According to the location and status of the use,this paper divides the controlled building into point,line and area three different types,and puts forward the solution of the property rights by clarifying property rights,and make the controlled building get new life in “use”.Finally,through the case-control analysis of the protection and utilization of the buildings under the three dominant forces,the protection strategy and the utilization way under the property right perspective are demonstrated in practice,the controlled building in the continuation of the original cultural context can be better for people to use.
