The Research Of Top-level Design About Tianjin Water Resources Information

Nowadays,informatization is the trend of global economics and social development.Accelerating the construction of informatization is an inevitable choice and important way for modernization of water.In recent years,Tianjin has developed the construction of informatization on water,and preliminarily formed comprehensive system,which included infrastructure construction,application system and environmental protection,on water informatization.However,water information system still has a lot of problems,such as dis-unified data format,different information interface standard,scattered water informatization,and difficulties in integration and sharing of resources etc.These problems have seriously restricted the sustainable development of water informatization in Tianjin.This paper adopted top-layer design,which is a concept in systems engineering,to give a design on integrated framework of water informatization.The corresponding suggestions on target,pattern and framework of construction was given.This paper can provide a reference and basis for construction of water informatization in Tianjin for future work.Firstly,the paper introduced the background and meaning of this study,and it described the current situation and problems of water informatization in Tianjin.The necessity of this study was also pointed out.It elaborated top-layer design,which is a concept in systems engineering,and the progress of domestic and foreign researches.Moreover,it provided the fundamental principle and design approach of top-layer design on informatization in Tianjin.The paper also stated the construction should emphasize on water informatization guarantee system,water informatization running environment system,information acquisition and project monitoring system,resource sharing service system,and integrated service application system.It proposed that the water information top-layer design system and fundamental framework consisted of information resources,service application,and running environment on the consideration of current water informatization system,water business and etc.And furthermore,it gave the integrated top-layer design on management platform of water business and informatization running environment.This paper systematically considered the all the factors related to the water informatization on the basis of top-layer design.The resource sharing and business collaboration can be achieved by normative data and business application system.A relative integrated top-layer resource sharing and fundamental business improved and consummated the level and efficiency of design,construction,security and management of water informatization.It can effectively enhance the construction of information system and management effectiveness of all the water business in Tianjin.As well,it can achieve the goal which unification of the technical framework,reinforcement of resource integration,acceleration of resource sharing and guarantee of good operation.
