In the traditional project management field,there are three management goals-time,cost and quality.Although with the deepening of the management research,the goal of project management is no longer limited to the three management goals,but they still are the questions of academia and practice.From the single objective of optimization to the dual target balance,and then to multi-objective optimization,the study of the three goals are further research step by step.However,in fact,it is almost impossible to make the three goals all be optimal.Because the cost,time and quality has a strong correlation and conditionality between each other.In the process of optimizing one target,it is difficult to ensure that the rest of the targets' optimization at the same time.In fact,in many cases we cannot achieve both of them.In the process of an optimization,it is likely to damage another goal.For example,if the requirement is the shortest duration,then we can't possibly ensure the best quality and the lowest cost.Therefore,how to achieve the optimal allocation of the three goals in the actual project control,has been an important issue in the academic and practical research.This thesis,in order to make the data collection and analysis conform to the actual situation,adopts the principles of fuzzy expectations.On this basis,with a combination of fuzzy expectations theory,the fuzzy theory is applied into the model building,with a view to better fit the actual project data collection and application,and give more realistic results for the decision makers.In this context,this paper makes detailed analysis of the duration of the project,cost and quality of the structure and components of them to identify the key factors which affect the changes in each target,and establishes a time-target model based on the critical chain technology,a cost–target model based on the relationship between direct costs and indirect costs with time and a quality-target model based on the relationship between quality–cost and the cost and time.Then three models are comprehensively considered to give the corresponding constraint conditions.Finally,the optimization model of time-cost–quality is established.In the process of solving the model,this thesis chooses to use the ant colony algorithm as the main algorithm for its advantages.At the same time in order to make up for the defection of ant colony algorithm,through the principle of genetic algorithm,this thesis makes the improvement of ant colony algorithm.The algorithm has more strong suitability with model,the search speed of the algorithm is improved and the algorithm trapped in local optimal solution is prevented.Finally,this thesis uses commercial housing construction project of a power supply bureau in Jiangsu province as an example to verify the validity of the model and algorithm.
