As a key industry in the national economic development strategy, electric power industry plays an important role in the national economy. With the reform of electric power system, the power market in China is confronted with great opportunities and challenges. In order to adapt the electricity market reformation, the fine management must be carried out in the power generation enterprises in order to reduce the operating cost, enhance the market competitiveness and ensure the future operation and development of the power enterprise. As a prerequisite for the safe and reliable operation of power plant equipment, generators debugging project gains growing attentions of the power generation enterprises management department. As a construction or commissioning enterprise, how to complete the project with the prescribed time limit and minimum cost has become the primary task of the debugging management department under the premise of ensuring project qualityThis paper takes power generation companies commissioning projects as the research object after learning domestic project time-cost optimization research status field according to extensive literature study. Secondly, this paper analyzes the characteristics of Huarun Bohai thermal power commissioning project. Based on the complexity, risk and diversity of the commissioning project, this paper establishes a single code network diagram. Furthermore, according to the characteristics of the Huarun Bohai thermal power project, this paper puts forward the improved ant colony algorithm to optimize the time-cost of the project. The results show that, the improved ant colony algorithm, which avoids large workload in the enumeration method, is practical and efficient in solving the time-cost problem of the power plant commissioning project thus provides an effective guidance for the project management department.
