Flood disaster was a serious threat to people's lives and property safety.In recent years,flood control idea changed to flood management.In the implementation of flood control at the same time,we should pay attention to the important role of non-structural measures.With the transformation of flood control idea,flood control measures shifted.Watershed public safety and decision support technology by means of mathematical models and systems platform for simulation and evaluation flood disaster,comprehensive grasp basin flood situation.It has important significance to improve the public risk awareness,strengthen flood safety management and regulate rational use of land.Jinping-II Hydropower Station in the Yalong River Basin straightened natural river,resulting daily water reduction with a small amount of ecological flow in the Dahe Bend river There may be humans and animals to carry out activities within the river.When Hydropower Station discharged large flow,property damage incident prone happened,even the personal injury.Therefore,this paper researched on the basin public security and decision support technology,by use of information management of facilities distribution around river flood evolution process simulation,risk assessment of flood disaster,flood scheme optimization and flood warning notice,to achieve public safety auxiliary management and decision support of reservoir discharge,reducing flood risks and to avoid a threat to public safety.The main contents and results are as follows:(1)The field survey obtained information of natural geography,hydrology,meteorology and reservoir operation,population distribution and socio-economic conditions of Yalong River basin,detailed mastering the regional flood discharge situation and existing security risks.(2)According to river terrain and hydraulics data in the research area,using the finite difference method to solve one-dimensional hydrodynamic model for forecasting and simulating flood evolution process,the simulation model,by use of historical flood processes for calibration and validation,simulated and calculated different frequency discharged flood of Jinping-II Hydropower Station.The result showed flood evolution and inundation situation of all downstream major towns in Dahe Bend.(3)According to the composition of flood disaster system,this paper selected the index factors of danger,exposure and vulnerability to build flood risk assessment system,using traditional fuzzy comprehensive evaluation method for downstream flood risk assessment.In view of uncertainty and randomness in flood risk assessment process,cloud-based fuzzy comprehensive evaluation model was established,so that the evaluation results were more accurate and reliable.(4)Finally,watershed public safety and decision support systems was established,providing comprehensive decision support for decision-makers to operate flood control and adjust flood discharge programs,while increasing the accuracy and effectiveness of flood warning,and provided modern management means for flood safety management and decision making.
