Flood mitigation is a significant research field in water resources systems. On the basis of brief review of application and tendency of new technologies and theories in flood control decision making, this paper analyzes the main problems in FCDSS in our nation, and gets the following results:(1) The paper designs and develops a set of common database maintenance tool based onsemantics for Heilongjiang flood control decision support system, a large scale of trans-regional, trans-platform database system distributed in various areas, when the demands of the users change, only need to modify the metadata stored into the database, not to modify the source program; puts forward a kind of extended visting control model based on roles (EBRAC), which integrated with the common database maintenance tool.(2) Through the analysis of application subject of the flood control, based on the dividing and description for the flood control entity, the paper is to establish the topological relationship between the flood control entities in various river basins using the thought of data structure and the method of data elements. Adopting the database technique, facing the integration method of the flood control decision subject, separation method and control technique of the user interface and application program, to establish the elicitation method of flood control information service based on the professional knowledge, facing to the subject of flood control, the model is integrated into the experiences and knowledge about the flood control accumulated by the experts and developers in foreign and domestic countries in many years, which have significant realistic meaning for the flood control.(3) Through the description of two-dimensional flood progress model under the support of GIS, the paper is to discuss the data integration method, model integration method of GIS and flood progress model, and corresponding major technical problem of the integrated platform development; puts forward and elaborates to adopt the data mutual-operational mode regulations coinciding to the standard of OpenGIS and interface mode accordant with COM standard for establishing the flood progress model.(4) The paper is to discuss the evaluation system of Harbin City flood control. In combination with the municipal flood control system, the system designs to establish a relevant friendly interface, which may evaluate the demands of evaluation dynamically in accordance with the evaluation, to designate the corresponding time and scope, inputting directly the calculation results of flood analogue simulation model into the disaster evaluation system,using the space distributed type of social economic database of Harbin City that has been established, under the condition of taking account of the characters of time and space when flood inundation, including the classification of assets, inundation depth, inundation duration and forecast time etc, to pre-evaluate the direct economic damages resulted from the flood inundation. At the same time, the automatic monitoring evaluation interface in the disaster is considered when developing the system.(5) The paper is to put forward a kind of method for the anticipators of working flow to make the model based on Petri Net through the analysis of the situations of the anticipators and working flow tasks, analyze the dynamic characters and their simple expression of the normal model, competitive model, advanced model and entrusted model, and descript the analogue procedure of dynamic working flow corresponding to the anticipators. Taking the method of making model for the working flow anticipator based on Petri net as the theoretic basis, on the basis of WEB and database techniques in the current main flow, to realize the Heilongjiang Provincial People's Government Flood Control Command Government Affairs Office System based on the working flow.
