A Research On Parking Problems Of Chongqing

In recent years,with the rapid development of the social economy in Chongqing,the level of urbanization has improved significantly.The city traffic pressure has been more static,whic h lead to parking problem has become a typical city disease.According to the current auto incr ement and parking area planning,the parking gap of Chongqing will continue to expand and t he contradiction between supply and demand will be more prominent in the next few years.Str engthening the comprehensive management of parking problem is imperative.This paper makes a comprehensive analysis of the reasons for the difficulty of parking in Chongqing with full use of the experience and lessons of parking problem in domestic and int ernational central cities.Combined with the actual situation of the city,this paper propose the f ollowing governance strategy:first,we should make a consensus of governance to understand the basic attributes of parking spacesto moderate the need of the basic parking in residential ar eas and to strict control the trip parking.Second,to put the parking problem governance into u rban traffic demand management to give a comprehensive consideration.Taking homebuying or traffic restrictions and other measures to strictly control the excessive growth of car owners hip.Third,using differential parking supply strategy.Building parking lot in the buildings is the main means,with the on road public parking lot as auxiliary,curb parking lot as supplement.D rafting the development of urban planning and special planning scientificly and rationally.Fo urth,combinating the dynamic and static traffic,adhere to market-oriented,in accordance with the requirements of market-oriented operation,through government guidance,policy support,accelerate the enterprise as the main body of the parking industry.Fifth,to comprehensively pr omote the development of intelligent parking,information platform building,intelligent mana gement.Establishing the parking spaces based database to promote the development and appli cation of intelligent parking management system,to promote the integration of parking and In ternet development.The last,to strengthen the construction of the rule of law,using the legislat ive regulations,special law enforcement,comprehensive management and other means to enh ance the illegal parking management to protect the effective demand for public parking.
