Analysis On The Problems And Countermeasures Of Sidewalk Parking Management In The District Of Lucheng,Wenzhou

In recent years,the illegal parking on sidewalks in Lucheng District on Wenzhou has become increasingly prominent.Generally,motor vehicle drivers tend to see vehicles parked on the sidewalk,due to the relative shortage of resources,convenience of parking on the sidewalk and do not need to pay the parking fee and other reasons.Vehicles parked on the sidewalk at random,crowding the pedestrian walking space,damaging the municipal facilities,destroying the ecological greening,has become a strong reflection of people's livelihood.Based on the above considerations,this paper takes sidewalk parking management in Lucheng District on Wenzhou as an example,exploring and researching the city vehicle sidewalk parking management,to provide reference for each city to solve the sidewalk parking management problems.First of all,this paper expounds the research on parking management at home and abroad,summarizes the current situation of parking in China,studies the parking strategy,and illustrates the related concepts of parking management,which lays a foundation for the research and analysis of this paper.Secondly,this paper defines the related concept of sidewalk parking management and expounds the new public service theory and public choice theory.And then analyses the Lucheng District sidewalk parking situation,summarizes the measures and achievements,and describes the legal authorities of the current pavement management in Lucheng district and summarizes the present measures and achievements.Again,this paper summaries the main problems of the sidewalk park ing management and analyzes its causes,which the unestablished law enf orcement authority,lack of basis of law enforcement forces and law enfor cement means,the government market vacancy and the masses do not for m a correct concept become important factors affecting sidewalk parking management in Lucheng District.Finally,this paper specific studies the parking management measures in Japan and Hong Kong,whose location and population are similar to Lucheng District.And then refers to the domestic and foreign advanced parking management policy and experience,to put forward countermeasures and suggestions to improve the sidewalk parking management measures through three aspects,improving the institutional mechanism,increasing berth supply and guiding the parking demand.
