Research On Safety Management System Of Jin-chi Freight Operation Railway

Security is a eternal topic in railway engineering construction and operation management.Research on railway construction project safety management mainly focus on four aspects: one is the policy laws and regulations construction;Secondly,the construction of safety culture;Thirdly,it is safety performance evaluation;Fourth,it is research on practice.For railway operating security,mainly focus on how to reduce traffic accident,and research perspectives are mainly include personnel,equipment,environment and management,it is aimed to improve the safety consciousness,strengthen management.The Jin-chi railway co.,LTD both involved in railway construction and railway operation,How to use the existing safety management theory,constructs the integration of security management scheme including construction and operation is a challenging job.This article take the Jin-chi railway construction and operation as the background,to build the safety management system on engineering construction and operation of the Jin-chi railway.First,we focus on the characteristics of railway engineering,well-defined the goal of safety management,explore in the railway construction safety risk,from the management,technology and security measures to lay the foundation for better implementation of safety management.Second,in freight railroads stage,according to the theory of system safety engineering,first determine the goal of safety management;Identify key hazards;From the aspects of organization,construction of system and technology to build Jin-chi railway project construction and operation stages and safety management plan.Third,the project safety performance indicators divided into two parts,leading indicators and lagging indicators of Jin-chi evaluate the status quo of the safety management of railway engineering.According to the evaluation of safety management,based on best practices,from personnel,technology,environment,process,and control five aspects of specific improvement strategy.The expected results of the project safety management has practical guiding significance to the construction and operation.
