Research On Overall Process Management Of PV Power Generation Projects At The BT+EPC Mode

In recent years,PV terminal market shows an explosive growth.The PV power plant construction and investment market is becoming very active,and in this process,a kind of new business model of PV power plant is emerging.Usually development,construction and grid connection of targeted projects would be completed by experienced PV project developers and builders,and then such projects would be transferred to power plant owners,namely the BT mode.Construction management of such PV power generation projects will often adopt the EPC general contract management mode.There is a great difference on construction management between PV power generation projects at the BT + EPC mode and ordinary PV projects.A lot of owners or general contractor have a little understanding of overall process project management of the whole project,which results in uneven construction level and cost control level of current PV power generation projects and failure to meet the management objectives of investors,thereby restricting the further development of PV terminal power plant market in China to some extent.This thesis made an in-depth analysis of the characteristics of overall process management of PV power generation projects at the BT + EPC mode,and through combination of advanced overall process project management theory,the characteristics of BT and EPC construction mode and the characteristics of PV power generation project construction,it put forward the mode and methods of overall process management of PV power generation projects at the BT + EPC mode.Under this guiding framework,combined with the actual construction process of PV power generation projects,it analyzed and studied the management contents and requirements of PV power generation projects at the BT+EPC mode in the planning phase,preparation phase,implementation phase and final acceptance phase.Taking BT mode as the target,EPC management mode as the basis,project management as the means,overall process management effectively solves the problem of the supervision and control of the implementation process of the PV power generation project in BT+EPC mode.Finally,with Yongdeng 49.5MW grid-connected PV power plant of HT Company as a case,it introduced and analyzed the application and practice of this management model.This paper is aimed to summarize a set of specific application methods for overall process project management of PV power generation projects at the BT + PV mode,improve the project management level of owners or general contractors,and further promote the development of the PV industry in China.
