As we all know,procurement is an essential part of the production and operation of enterprises,and the procurement process management is the key work of procurement,which affects the cost and benefits of enterprises directly.Under the influence of National Industrial Policy and financial regulation,The competition of private construction enterprises is increasingly fierce.As a private construction enterprise,project construction is the main business of TJ company,while In the past two years,revenue and profit both fell into operating difficulties.So,an scientific and suitable procurement process management is of great value and economic significance which plays the role of speed-up and efficiency-increase in the process of project implementation.In this paper,we take the TJ Company' s procurement process as the research object,to identify and analyze the major problems of it,and then explore and implement the procurement process of the engineering project.First of all,this article introduces lean management theory,by learning from the related research and application results of procurement management and process optimization to lay the foundation of the follow-up Chapter Research.Secondly,through interviews,this paper identifies problems in the procurement process of the engineering project,like poor planning,long procurement cycle,slow decision-making efficiency,setting unscientific and other issues.And the third,in view of the above problems,the goal of process optimization is determined,and on the basis of Lean management theory,we start at two aspects,that is the procurement decision-making mechanism and the procurement process,through hierarchical management model and purchasing sinking management,using some analysis methods like ASME,ECRS,PDCA circulation method and FLOWCHART method,so that we can optimize the key process design including the procurement plan,the procurement application and program approval,the procurement results and contract approval,the procurement acceptance and the supplier management.In the end,evaluate the effectiveness of related procurement process optimization through summary and the questionnaire survey.Practice has shown that the related procurement process management theory and the application can greatly improve the overall efficiency and effectiveness of TJ company,and the data indicates that the efficiency of project procurement decision-making will be improved by 30%,at the same time,the departmental collaboration and complementarity of capabilities will be fully enhanced,which can improves the quality level of internal control management and delivery of the company.By introducing lean management theory and using process optimization design scheme such as hierarchical management model and purchasing sinking management in the process optimization of engineering project,the research in this article solved the process management problems such as complicated structure and business chain of project procurement for large and medium-sized construction enterprises.And it can bring a flat business,efficient decision-making and delivery.Consequently,the process optimization scheme of this research provides a flow analysis reference for other project-oriented enterprises to solve the existing procurement problems.
