The Low-Carbon Planning Study Of The Small Cities And Towns In Severe Cold Areas

The low-carbon development model for small cities and towns is an important guarantee for China to cope with the new-type urbanization and to achieve the ecological civilization in the new period.In recent years,the theories and practices in this domain have become popular in China’s academic community,but the research achievements on the low-carbon planning for the small cities and towns in severe cold areas are relatively few,and the ordinary low-carbon planning methods can hardly meet their specific requirements for the special climate and geography,and the targeted planning guidance and appropriate technical measures are in short.This paper takes the small cities and towns in sever cold areas as study object,and treats the relations between the geographic specialties and the carbon emission as entry point.Based on the studies on the main factors of carbon emission and other related indicators,the paper puts forward the low-carbon planning’s key factors for the small cities and towns in severe cold areas.Taking the key factors as guidance,the paper proposes some planning strategies.In the final part,the paper studies the practical uses of the strategies.This paper has five chapters:The first chapter represents the research background,the concepts,the research purpose and the meaning behind it,the research framework and research methodology.The second chapter analyzes,through literature analysis,the current situation of the research on low-carbon planning for the small cities and towns in severe cold climate,and studies the cases of low-carbon development of small cities and towns home and abroad,providing the basis for the research of the follow-up planning.The third chapter,by means of literature analysis and empirical investigation,analyzes the relations between the geographic specialties and the carbon emission in the small cities and towns in severe coldness,and concludes the main factors influencing the carbon emission.Using the literature comparative analysis and case study method,this chapter analyzes the related indicators of the small cities and towns in severe cold areas,and puts forward the key factors for the planning in the cold area,providing the basis for planning strategies on the “factor-strategy” orientation.The fourth chapter,using literature analysis,case study,comparative analysis and induction,based on the key factors,puts forward the planning strategies of the land use and planning layout,green transport,carbon sink system,low-carbon energy and resource recycling.The fifth chapter takes the low-carbon town in Arxan Mountain as example and analyzes its low-carbon development characteristics and the construction defects.The paper puts forward the important goals of low-carbon planning of the low-carbon town in Arxan Mountain and proposes some appropriate planning.Using the analysis method of "generalization-specialization",this paper provides some reference for the future low-carbon planning of the small cities and towns in severe cold areas.
