Along the bank of the Sino-Russian border river Ussuri Heilongjiang, hinterland is vast,rich in resources and border trade is flourishing. Waterway is an important means of transportation, and has become one of the main modes of transport to trade with Russia.However, there are many shipwrecks and other obstacles appear on the waterway of border river of Heilongjiang Ussuri each year between navigation period. That has a great impact on the development of marine economic. The past way of cleaning up the obstacles with two-way barge carrying racks has been unable to meet the requirements of emergency and as quickly reopened. With the development of science technology and equipment manufacturing industry, the work of emergency rescue inland waterways mostly used rescue fleet based floating crane to implement. Implementation of construction the emergency wrecker floating crane ship and its subsidiary ships of the Sino-Russian border river in Heilongjiang Ussuri River waterway is very necessary and urgent. Implementation of the project can improve the ability of emergency wrecker of boundary river channel, can change the backward wrecker way, can improve the wrecker technical level. While it can fill the gaps of the professional wrecker ship in the border river, thus improving Heilongjiang Ussuri border river channel maintenance ship functions.In this paper, a 200 tons emergency wrecker floating crane vessel with integrated ship and machine will be taken as the prototype. After improving and optimizing it, to form the emergency wrecker floating crane vessel with combined ship and machine which adapted to the channel characteristics of Heilongjiang Ussuri River. Then a study on the overall design of the new ship form will be done. Firstly, an optimization design aiming at the shortcomings of the traditional body form plan will be done. A new ship type scheme will formed through the improvements on lifting way. And demonstrated its technicality and economy is superior to the traditional form. Secondly, the main parameters will be selected and the general arrangement plan of the new body form plan will be designed. Afterwards,according to the floating crane ship structure design scheme of the prototype, the optimization measures for lifting way of improvement and the original plan to be thoughtless are put forward and a new structure design is formed. In order to ensure that the floating crane ship under various states have sufficient strength, combined with finite element direct calculation method, strength analysis and comparison of the two schemes floating crane ship before and after the optimization will be done. The structural strength of the emergency wrecker floating crane vessel with combined ship and machine after improvement and optimization is superior to the emergency wrecker floating crane vessel with integrated ship and machine. At the same time, the feasibility of the structure optimization is verified. In addition, because of the special loading of the floating ship has a great influence on its stability, for accounting stability of the design scheme whether meet the specification requirements and contrasting the stability difference of two solutions before and after optimization. In this paper, with the aid of Maxsurf software, the intact stability of the floating ship will be calculated and contrasted. Through a series of contrast analysis, finally, the design scheme of the emergency wrecker floating crane vessel with combined ship and machine which is practical and applicable to the waterway of Heilongjiang Ussuri River.
