Since the "strategy of rural revitalization" was put forward,the construction and development of rural areas has once again been pushed to a climax.As one of the basic plans to guide the development of rural areas,village planning has been paid more and more attention by the state and society.The village planning of our country started after the reform and opening up,in the course of more than 40 years of development,to a certain extent,solved the problem of disorderly expansion of agricultural houses;invested a lot of infrastructure and public service facilities in rural areas;improved the ecological environment of rural areas;and promoted the overall progress of rural areas.However,with the change of the times,the rural society began to show other problems: the problem of rural governance became more and more prominent,the lack of motive force for industrial development,the loss of characteristics of rural appearance,the massive loss of rural population,and the difficulty of coordinating and implementing various plans.These obstacles have seriously slowed down the pace of the rise of rural areas and hindered the process of urban and rural integration and development.It is clear that applying the previous village planning template can no longer meet the requirements of the current situation.In order to realize the rural revitalization,we must re-examine the village planning,innovate the ways and methods of village planning,enrich the theory and practice of village planning,and carry out systematic,scientific and comprehensive planning for rural areas Land planning,to solve the current rural problems,stimulate the momentum of rural social development.Based on the Village Planning(2019-2035)for Yueshihong Village in Tingzu Town,Echeng District,this paper refines and sublimates the whole planning background,planning ideas,planning process and planning results,and finally presents them in the form of "planning report ",in order to provide reference and reference for the planning work in other areas.The report can be broadly summarized in five parts:The first part(chapter 1)introduces the background of this village planning,including the development course of our village,the achievements of the village planning in the past,the shortcomings of the current village planning and the urgency of remaking the village planning.The second part(chapter 2)focuses on combing the idea of village planning in the new period,points out the difference between the current village planning and the previous village planning,lists the key points that should be grasped in the current village planning,and provides a scientific and practical planning method.The third part(chapter 3)makes a thorough analysis of Yueshihong Village according to the above ideas and methods,and clarifies the type of YueshihongVillage,the construction demand and the Village function positioning,on the basis of ensuring that the planning direction is correct to carry out follow-up planning work.The fourth part(chapters 4 to 8)for the planning results,first to the village development scale input forecast,then from the ecological space,agricultural space,construction space three parts of the village reasonable layout,creatively added the rural governance planning,industrial revitalization planning,comprehensive land renovation planning and other planning plate with the characteristics of the times,at the same time put forward the planning implementation guarantee measures.The fifth part(conclusion)summarizes the bright spots and significance of the whole village planning,and clarifies the possible shortcomings in the planning.The main innovations of this planning report are as follows:First of all,this plan was completed on the basis of the absence of a formal technical specification for the compilation of village planning in Hubei Province.It is the first batch of pilot village planning in Hubei Province in the new period.In the planning content,it has truly realized "multi-planning in one" and "simple and practical ",which provides planning ideas for other areas and has great significance.Secondly,in the process of population prediction,the traditional practice of "taking the household registration population as the forecast base" is not adopted,but the real population quantity obtained by the survey is used as the main forecast base,which makes the forecast results more in line with the reality of the future and avoids wasting construction resources.Finally,the plan for the village abandoned industrial and mining land restoration Reclamation,the replacement of 20.27 hectares of construction land indicators,on the one hand for the development of villages to provide adequate land resources,on the other hand,through the transfer of land use indicators,we can solve the problem of lack of start-up funds in the past village planning implementation process to some extent.
