The Estimation Research Of Jianji Highway Life Cycle Cost

Up to 2013,our country's highway mileage has reached the second place in the world.But pay more attention to construction or interests,contempt maintenance or the late effects are very prominent in the highway management.Therefore,from the perspective of life cycle to examine and analysis the cost of highway,not only take the build cost into account,but also take the operation cost into account.This paper first introduces the development process of highway cost and life cycle cost in the domestic and abroad,analysis the development stage and problem of highway cost.Next,according to the theory of life cycle cost,each stage of life cycle of highway is re-defined.Secondly,according to background and characteristic of Jianji Highway project,analysis the structrue of build and operating cost.The build cost is including feasibility study stage cost,decision-making stage cost,design stage cost and construction stage cost.The operating cost is including management cost,maintenance cost and user cost.The life cycle cost estimate of Jianji Highway is devided into two parts:One part is acoording to the similar project cost data,combine with the raw data of Jianji Highway project,estimated the cost by Monte Carlo simulation.The method can be effectively transformed historical data's uncertainty to probability,estimate the range of cost;The other part doesn't have enough project cost data,estimate the cost by the formula of its own characteristics.At last,estimate the range value of life cycle cost,build cost and operation cost,and the percentage of various stages of the life cycle cost.We can get the conclusion:operating cost is higher than build cost,in the evaluation of optimality of a project,from the life cycle cost management perspective to consider the life cycle cost is mininal or not.According to the analysis of life cycle cost estimate,corresponding the cost control measures for build cost and operation cost.
