This paper studies the water management of Luoyang capital city in ancient time and related literature of water resources,restores the basic appearance and the variance course of capital cities' urban space and river system in Chinese past dynasties,and sorts the ideas of ecological water management in Luoyang capital city to explore the interaction between urban space,water system and green space and identify the ancient wisdom of the ecological control over rain and flood resources: to excavate the artificial ditch diverting into the city,making the city vertical and horizontal river system,to enhance the connectivity of water system and form the perfect water network which can resolve waterlogged land drains and drought;Urban scale is positively related to urban water area.With the development of the city,ponds and lakes have expanded and increased,well linking up with rivers and canals,which makes the nearby rainfall flood take in and enhances the storage capacity of the river network.Blending blue and green complements each other.Landscaping pays attention to divert water from the rivers and canals,and public green areas are also accompanied by ditches,which not only uses the rich water resources,but also takes the role of rainfall flood regulation and diversion.And that this ecological wisdom of "each family running water,every house gardening" is an important way to control flood disasters and improve rainfall flood recycling,and it has an important reference for today's rain and flood management.By analyzing the evolution of the ancient and modern drainage methods,it is considered that in contemporary cities there are problems such as over reliance on pipeline drainage,the growing urban areas and the decreasing water areas,and the broken connection of the river network caused by the water system,leading to the destruction of the natural and hydrological cycle.Inspired by the wisdom of ancient Luoyang's ecological water management,it is pointed out that the resolution of rainfall flood problems should be planned from the perspective of drainage basin,and the contemporary rainfall flood resource management strategy should be under the guidance of drainage basin: to increase water areas,promote the water system connection,restore the occupied water channels and increase the diversion channels,open up the urban channels in order to build an ecological river network and enhance the water system storage capacity.It takes small drainage basin as an unit,matches urban plots,communities and neighborhood scales to divide drainage groups for regionalized management,to restore the basin integrity.And it plays a role of the urban green space,especially the role of the attaching green space.The use of opening residential blocks and work units' attaching green space further enhances the water system connectivity by the garden water management method.And the green water network is formed by the use if water system in series to participate in the task of rain and flood regulation and storage,assisting water system to control runoff,to achieve the natural accumulation,penetration and purification.The organic integration of urban water system,road,pipe network and green land forms the ecological network of the river as the natural ecological skeleton,the road and pipe network as the urban space skeleton,the green space as the attached muscle,to promote the virtuous circle of water system,achieve the redistribution of water resources,and build the close-to-nature catchment system that is suitable for contemporary high-density living environment and "each family running water,every house gardening".And urban flood problems are solved from natural watershed process and urban spatial structure.Taking Luoyang as an example,the planning model of contemporary rainfall flood resources management is studied.This thesis analyzes the present situation and existing problems of Luoyang water system and green space,and uses the GIS technology platform to simulate the river network construction under the guidance of drainage basin.Combined with the current situation of urban construction,the water system of Luoyang is collected and planned,and the small drainage basin as an unit is divided into drainage groups combined with the urban plots,and one of which is planned for blending blue,green and gray.
