Study On The Medium Term Rolling Budgeting Of Beijing South - To - North Water Diversion Project

At present, China’s economic and social development is confronted with complicated domestic and international environment. And the financial sustainable development faces many challenges. That needs to deepen the reform of financial departments, achieve sustainable financial development and give full play to the role of financial function. One of the methods is studying the preparation of three years of rolling financial planning. The planning is to focus on the major financial revenue and expenditure analysis and forecasting in next three years and to practice the medium-term financial management."South-to-North Water Diversion Project" is a strategic project in China. Although the office of Beijing South-North Water Diversion Project has established a complete budgeting,execution and evaluation system .The budget execution is in good condition and has good control and supervision on fund management and business activities. However, due to the limitations of the existing budget management,there are still some problems,to a certain extent, inhibiting the budget function. Based on the budget of Beijing South-to-North Water Diversion Project and the Opinions of the State Council on the Implementation of Medium-term Financial Planning and Management, this paper discusses the feasibility and necessity of compiling the rolling budget of the South-to-North Water Diversion Project in Beijing. Through scientific and reasonable calculation, the budget revenue and expenditure of the overall arrangement, not only can improve the work efficiency and departmental performance level, but can improve the forward-looking, effectiveness and sustainability of the budget program. And the three-year rolling budgeting plan of the South-North Water Diversion Project was studied in detail, including the rolling budgeting method, the continuous completing of the fixed-standard system and the construction and management of the project library.
