Study On Coordinated Control Of Quality And Safety Of Urban Rail Transit

Urban rail transit projects gradually rising up as China's urbanization developing.However,due to rail traffic engineering with high technical content,complicated engineering characteristics and closely related to the hydrogeological environment,coupled with the complex domestic situation,lacked of construction experience,and most of the technology come from foreign experience in the construction resulting in slow development of urban rail transit and engineering accidents occurred sometimes,and causing people's lives and property threatened.If the engineering accident serious may have some impact on the economic,social and environment.We have produced the urban rail transit system standard from three aspects in this paper,included security co-regulatory mechanisms,dynamic project risk management and the establishment of urban rail transit project quality and safety standard system.(1)research of quality and safety collaborative regulatory mechanisms of the urban rail transit projectAnalyzing the main problems of the current urban rail transit engineering quality and safety supervision and management;Studying the security responsibility objectives coordination mechanism and the incentive compatibility mechanism of main body of the quality,such as the government,the owner engineering contractor,the engineering supervision party,etc;Based on the concept of quality and safety coordination control,this paper studies the collaborative monitoring of the main technical parameters and the technical and management coordination mechanism in the construction and operation phases.(2)research of quality and safety risk system and dynamic management strategies of the urban rail transit projectStudying on the relevance and systematicity of engineering quality safety risk and its risk source in the whole life cycle of urban rail transit;Through the research on the coordinated monitoring mechanism,the monitoring index system and the monitoring strategy of the quality and safety risk,the paper constructs the monitoring system of the quality and safety risk of the urban rail transit project;Construction of the urban rail transit project quality and safety risk of the system,dynamic management system by the characterized of the project life cycle,all the risk factors,the integrity of the management process.(3)study of quality and safety standard system of the urban rail transit projectThis paper studies the quality and safety standard system of urban rail transit engineering and its main contents,including the basic standards,general standards and special standards of technical control,management methods and codes of conduct.
