Research On Wind Power Efficiency Evaluation And Its Ways Of Promotion On Wind Power Project

With the adjustment of China’s energy consumption structure,new clean energy projects attract more and more attention.Among the new energy projects,wind power projects have been rapidly developed in the past 15 years.During 2000-2015,the worldwide wind power installed capacity and generation capacity have increased by 20 times,at an average rate of 25%.Until 2015 July,Chinese wind power cumulative installed capacity had reached 124,000,000 kilowatts.However,as the fast development of wind power,wind power industry construction management and operation management level lagged behind.As a result of extensive style of the construction and operation management,overall efficiency of electricity generation is poor.But this problem did not receive sufficient attention.After the rapid development of wind power industry,wind turbines stability needs to be improved.Operating and maintenance management service experience is still in its infancy stages.Due to the characteristics of wind power project,generation efficiency affected by the management level of construction and operation periods.This paper argues that this problem requires a new perspective,a life cycle perspective.Therefore,this paper deeply studies the factors from construction and operation periods which influence generating efficiency of wind power project.Secondly,build wind power generation efficiency index system based on the factors influencing generation efficiency.Different from the comprehensive evaluation index system,input and output forms of index system was suitable for the evaluation of generation efficiency.Additionally,this article also further study DEA analysis models for wind power generation efficiency index system.Finally,this paper also selected sample data of 12 wind power project as an example.Based on the evaluation results of sample data,and combined with the projection analysis in DEA models,this paper further studies the reasons of low efficiency for poor efficiency wind power project.Based on DEA model results and factors affecting the wind power generation efficiency,generation efficiency improvement methods were given.The traditional wind power project efficiency evaluation system has some disadvantages.This article provides wind power generation efficiency evaluation system for the generation efficiency evaluation of wind power project.This article provides the assistance for the wind power operating enterprise to manage wind power projects,through the results of the evaluation and approaches given by generation efficiency improvement analysis model.
