The harm and influence of emergencies have received increasing publicattentions. Effective emergency evacuation forecasting and implementation are theimportant guarantees to minimize losses. Among which, routing selection and trafficassignment are the key contents of emergency evacuation plan.This paper mainly research on emergency transportation evacuation modelconstruction and algorithm of the large-scale activities. Reference to the relevantliterature and data, the ideas of emergency evacuation traffic demand and trafficcharacteristics are determined, on this basis to establish a public transport emergencytransportation evacuation model, and realized the calculation program of the modelusing C language. Established the evacuation route selection mode based on minimumcost maximum flow theory, and an empirical analysis of TONGHUA city, JI LINprovince is made.The paper is divided into six chapters; the followings are the major elements ofeach chapter:Chapter one, this dissertation choose the emergency transportation evacuationunder large-scale activities as the research object. First, this thesis summarized thecurrent research of emergency transportation evacuation, both at home and abroad.Chapter two present the calculation method of refuge capacity and evacuation demandand analyzed the classification of the activity participants. Chapter three described thedefinition, classification and characteristics of large-scale activities and establishedthe emergency evacuation plan. Chapter four established the vehicle time consumingmodel based on the factors of road traffic capacity, intersection delay, ITS facility,and realized the calculation program of the model using C language. On the basis ofthe above, chapter five established the evacuation route selection mode based onminimum cost maximum flow theory, using mathematical programming method tosolve the emergency evacuation route selection problem and finally verified theusability of the model in a sports activity in TONGHUA city, JI LIN province.Chapter six, summary and outlook. This chapter summarized up the completecontents of the innovation and the subjects to be the further study issue.The results of this paper can be used to develop traffic emergency evacuation plan. It helps master the emergency evacuation characteristics and it is a effectivemethod of emergency evacuation analysis. Combing emergency evacuationcharacteristics and the results of the emergency evacuation can establish morereasonable and more effective traffic demand management policies and providedecision-making basis for traffic planning and management.
