In recent years, the rapid development of freeway traffic network in China, had effectively improved the construction of our traffic and transportation efficiency, to the very important role in promoting China's economic development, but the highway emergencies characteristics of diversity, serious harm, constitutes a direct threat to people's life and property safety. Grasp the lack of resources, communication and information are sluggish,monitoring is not in place, can not be scientific decision problems of Expressway daily work and emergency management, a comprehensive grasp of perfecting the emergency resources,network information, network running state and dynamic monitoring, provide a good platform for the expressway company health, sustainable development, provide strong support for expressway service to create humanized. Therefore,the establishment of efficient, expressway daily scheduling functions and emergency command system is particularly important.In this paper, combined with the daily management of Expressway and the emergency dispatching business needs, the introduction of geographic information system, user authentication, digital video integration technology, using J2EE, Oracle and ArcGIS as the development platform, realizes the freeway daily scheduling and emergency command system based on GIS.Research and analysis of daily management and emergency command system of business needs and functional and performance requirements, focus on docking case (police)business management, emergency resource scheduling, emergency decision-making and post analysis and evaluation functions are described. According to the demand analysis, the internal emergency command system, and complete the system summary and detailed design.Combined with the analysis of system demand, using Eclipse3.7 Helios as the integrated development environment of ArcGIS software, geographic information development platform,use Oracle11g to store the basic data and geographic information attribute data in Shandong Province Bureau of Surveying and mapping, geographic map based implementation of standards,daily scheduling,analysis of emergency management,business statistics and emergency dispatch based on GIS.Finally, according to the present Shandong province implementation, the results show that the system reaches the design requirements of the system,is safe,extensible and strong portability, and achieved good results in the actual using process.
