With the rapid development of our country's highway, unexpected incidents happen with the characteristics of diversity, serious damage, which threatened people's lives and property safety directly. The emergency disposal of unexpected incidents and the construction of the command system in our country is still in the initial stage, in which there are lots of problems, such as emergency organization system faultiness, incident rescue inefficiency, lack of scientific, intuitive, systematic method for decision-making, and so on. Therefore, establishing the efficient freeway emergency command system is theoretically significant and practically valuable for emergency incident.On the basis of analyzing the technology of GIS and electronic maps, the paper proposes an algorithm which uses using the linear reference and the dynamic segmentation for accident electronic map location, and solves the problem of determining the emergency position. In order to shorten the response time of emergency, the paper researches and optimizes the shortest path algorithm, and points out the best path algorithm, which improves the efficiency of operation by setting the appropriate search area. Based on the analysis of highway operation and emergency management, the paper constructs the highway emergency command system architecture based on GIS and puts forward the target of system. The paper determines the function modules and business processes of the system, improves the emergency organization framework, and designs the database in detail.Based on the research of system architecture and algorithms, the paper develops parts of business functions on the system platform using GIS components and database technology, and realizes the map location of the accident point algorithm and the best path navigation algorithm. The function of system and the performance of algorithm have been tested and the result shows that the system can shorten the response time of emergency incidents and get to the expect goal.
